Use Small Icons

At the bottom of the Customize Toolbar dialog, there is a checkbox labeled Use Small Icons. By default, this option is turned off. However, if you wish to display a smaller set of icons in your Firefox toolbars, simply check this box. You will notice the change in your browser window immediately. To switch back to the default icon size, simply remove the check mark from the box. Please note that this option affects all off your Firefox toolbars, not just the newly created one.
